You have not clearly mentioned here about which program you are applying for. If you are planning to study masters than you must clear the back first with a good percentage/GPA as most of the good universities or colleges require it. Before planning to study abroad you should be very careful about the program and university you are applying. And the processing depends on which program you are applying abroad. The first thing you need to do is to choose a right program and obviously a good university. There are certain eligibility criteria required for admission like the minimum grades that you should have in your bachelors and score on test like TOEFL, GMAT, SAT, etc. as required by the university. So, the basic requirement of the colleges is your GPA/ percentage in your previous study and your score in the required tests. For this you should obviously clear the back paper for master degree program. But if you are applying for bachelor level itself or other diploma courses, your grades in bachelor level may not be required. However you must be able to explain the gap year in your application letter. To be more clear you can search for the program you are applying and its basic eligibility criteria.
