  very low percentage in BBS. will I get admission abroad

  Hello, I have very less percentage in BBS (below 50%). What are the chances of getting admission in good colleges of Australia for any management courses. Will my score will look better if I score high score in all bands of IELTS. I heard percentage in bachelors also matters while applying. Please reply if you know. I am looking forward to study Masters in Public Administration (MPA) in Australia. And giving IELTS this december.
