As I am from India, I know about UPSC jobs in India.To the best of my knowledge citizen of Nepal can apply against all vacancies of UPSC.
After +2 here, people join NDA and very soon NDA Application Forms will be available. -
When u passed +2 from India, You can applied the application for PSC Of Nepal when U do equivance of certicate from Nepali collage for provide Governmental Job of Nepal.

The only best way is to prepare for exams conducted by government departments. Work hard.
For UPSC, being Indian (irrespective of any state) you can apply and attempt the exam. And for TNPSC, being Indian you can apply but you should have knowledge of Tamil. and also for different posts, the requirement for knowledge.
